Draw a number line and point numbers in both + and - sides. Go to +3 point draw a line of 1 units perpendicular to it. Now draw a line from 0 to the perpendicular line's vertex. The length of this line is √10 place it in both - and + sides. the point placed in - side is -√10

 \sqrt{ {3}^{2}  +  {1}^{2} }  \\  =  \sqrt{9 + 1}  \\  =  \sqrt{10}  \: units
