To be honest, I think a lot of it is cost. Even if it's useful data that only tells a small story, or useful negative data, it's difficult to justify spending $500-1000 (minimum) per piece to get this stuff out there. I like the idea of published data sets and open source science, but I'm not sure how the scientific community will come to a consensus on how to organize it.
