It asked the government of India to assume the responsibility for education in India.It systematised the education hierarchy from primary school at village level followed by Anglo-Vernacular high schools and colleges at the district level and universities at presidency towns of calcutta,MAdras,Bombay.

English was made the medium of teaching at higher studies and vernacular language at school level.It laid stress on girl education,vocational education and teacher's training.
