Answer: Finance minister Vishwanath Pratap Singh

Explanation: The long term fiscal policy was announced by Finance minister Vishwanath Pratap Singh . He made this announcement under the Government of Rajiv Gandhi in 1985.

He created a budgetary landmark by introducing a long term fiscal policy. The policy was launched keeping in mind a long term view to tackle the revenue and expenditure of the government. The resource projections were announced during 1987-88  well in three months in advance.

The fiscal policy would also help in providing clarity in the world of budget-making. After a year, during 1986 the figures however revealed that the Government had failed to achieve the goals laid down in the fiscal policy document.

Hope this helps.
