1. The tiger is sitting and observing (at the cliff edge).
2. The tiger is looking back at the edge of the cliff and may be is worrying about the end of the forest that used to be his home.
3. The houses shown in the picture do seem like cruel replacement of large trees of forest that were cut down by us humans.
4. If the area where the tiger is looking was shown, it would have been more clear.
