The poet describes the tiger as helpless and in agony.
According to him, he is alone at night as well, listening to the voice of police patrol cars and gazing up at the sky. The tiger's personality has been completely altered by living in a cage. The poet is attempting to convey that the animal, known for its courage and freedom, is caged and depressed because people want to enjoy watching him in the zoo.
