using a transferred epithet here the poet conveys the idea of tragedy in which the lovers perish in a storm ;with people on the shore being mute spectators to it .

the shore is called fatal because it was too late for Lord ullin when he reached the shore his daughter and her lover had already left the shore , and Lord ullin stood could not go any further to save his daughter as there was no boatman and had to watch his beautiful daughter drowning in stormy sea with his own eyes
