actually, it is petroleum gas, but inside cylinder, it is stored under high pressure, and as we know, due to pressure exerted on the gas, it changes into liquid. so LPG cylinder contains liquified form of petroleum gas and as soon as pressure is released, it changes back to gas.
the cylinder contains petroleum gas in liquid from, so full from is so.

LPG (liquified propane gas) is called a gas because it is a gas at the normal range of temperatures and pressures where humans live. If it escapes the container, it will boil away to a liquid amazingly fast. (usually with destructive consequences called a bleve or Boiling Liquid Expanding Vapor Explosion)

Although the container holds liquid, most applications draw propane gas from the top of the tank rather than liquid.

I know a few people who have built flame effects that draw liquid from the tank and use a vaporizer to maintain pressure.(essentially an electric hot water heater for boiling propane) These will keep your tanks from freezing up, but you have to want to burn an insane amount of propane to make it worth it.

I think it is correct and it will help u
