 -  {m}^{2}  + 3m - 1

 \tt but

m =  \frac{ - 1}{3}

 \implies -  {( \frac{ - 1}{3} )}^{2}  + 3( \frac{ - 1}{3} ) - 1

 \implies -  \frac{1}{9}   - 1 - 1

 \implies - 2 -  \frac{1}{9}

 \orange{  \boxed{\therefore -  {m}^{2}  + 3m - 1 =  \frac{ - 19}{9} }}
