 \frac{2x}{3}  + 1 =  \frac{7x}{15}  + 3 \\  \\  =  \frac{2x + 3}{3}  =  \frac{7x + 45}{15}  \\  \\  = 3(7x + 45) = 15(2x + 3) \\  \\  = 21x + 135 = 30x + 45 \\  \\  = 21x - 30x = 45 - 135 \\  \\  = - 9x= - 90\\  \\ x =  \frac{-90}{-9}\\ \\=9
