I think your Macaulay is Thomas Babington Macaulay who is a british politician with a Eurocentric bias of thoughts. According to him all the ancient traditions of India(particularly sanskrit) is uncivillised when compared to Britain.
Amazingly most of the left liberals in india support Macaulay unconditionally and this is reflected in our History test books where Eurocentric history and not true history(which is research oriented) is highlighted while most facts which imply India as a rich,civillised nation is neglected by choice.
