Maddie remained a mute spectator in the face of Peggy teasing Wanda as she was scared on risking Peggy's friendship. Moreover, what scared her the most was if she were to run up to Peggy and ask her to stop teasing Wanda, then Peggy may start stalking up to her new target - Maddie. She might ask her where she got her dress and Maddie would have to reply that being poor, she was wearing Peggy's dress handed down to her by Peggy's mother, which Maddie's mother stitched trimmings on to prevent anyone from noticing. She could greatly feel empathy for Wanda but she felt helpless.
