Yes , it is true .
Mg metal exposed to the air naturally react with O2 in the air and this format MgO which coats on the metal itself that retards burning. .... Magnesium react with oxygen to firm Magnesium oxide , which does not burn .So to remove this oxide layer Magnesium ribbon is cleaned with sand paper before burning
