Answer:

When monsoon winds enter from the Arabian Sea it is blocked by the Western Ghats. The winds become cool due to which it cannot retain moisture anymore and causes heavy rainfall on the windward side of the Western Ghats.

When these winds descend they get heated up which reduces the humidity of the winds. Due to this, the region in the leeward side of the Western Ghats receives little rainfall. Maharashtra plateau lies in the leeward side of the Western Ghats and receives little rainfall so it is called the rain shadow area.
