After the february 1905 revolution, a provincial govt under the leadership of kerenskii  came into being 
it was dominated by army officials 'land owners and factory workers
the liberals and socialists who wanted a democratically elected govt were kept aside
this govt collapsed because it failed to gain popularity
as the trade unions grew in number and various committiees were formed'the provincial govt feared the rising influence of the bolsheviks 
it took stern measures against spreading he discontent
the conflicyt between the bolsheviks and the provincial govt widened and lenin planned an  uprising against the govt on 24 oct
