It is the Acts Constitution force 73rd Amendment Act, 1992 on April 24, 1993, and the Constitution 74th Amendment Act, 1992 on June 1, 1993. The main amendments for the local self-governance in urban India and rural as well. Constitutional Amendments by the Parliament in December 1992.
Compulsory
- All the seats of panchayat to the direct election.
- Chairperson seat with the indirect election.
- Gram sabha organization in a village.
- Minimum age to contest this election is 21 yrs.
Voluntary
- Seat reservation for Backward Classes BCs.
- MPs and State legislature representative falling within their constituency in different levels.
Main provisions of the 73rd and 74th constitutional amendments are”
a) Compulsory provisions-
- Organize gram sabha in village.
- In 3 levels establishment of Panchayat.
- For all Panchayat seats direct election.
- For chair person seat indirect election.
- A minimum 21 year age for contesting to any election.
- SCs and STs to have a seat reservation for members and chairperson.
-A one third seat for women is reserved.
- 5 years tenure for Panchayat.
b) Voluntary provisions:
-MP representation and state legislature to be at different levels.
- Seat to be reserved for backward classes.
- Give power to Panchayat o help them function.
- Financial power granted.
Major limitations – The Nagarpalika enjoys very limited autonomies which performs the functions which are assigned to them. Many states do not transfer most subjects for local bodies thus it makes the entire work of the election a bit symbolic.
