I am only really familiar with US currency, so this answer may not apply to all countries. In the US, currency paper is not actually paper. In other words, it is not made from wood pulp. It is made from a combination oe cotton and linen fibers ( very short) with various additions to make it more difficult to counterfeit. One such addition is short red and blue fibers throughout the pulp wjhich are clearly visible on the surface of the bills. Another is a strip of some other material that is printed with the denomination of the bill and can be seen by holding the bill up to a strong light. There are other inclusions that are not made public, also designed to make counterfeiting more difficult. Hold a bill up to the light and you can see a watermark with the face of the president who is printed on the bill. These inclusions make it very difficult to simply wash off the ink and print a higher value on the paper. ( which is actually cloth, not wood pulp paper). That’s one reason when you forget a bill in your pocket and wash your pants, the bill is cleaner, but not destroyed like a tissue or your homework might be.
