Answer: the president is the head of the union but the prime minister is the head of the state.

All the contracts, proposals (passed by the parliament), laws, plans etc. are undersigned in president's name.

All the decisions for the state are taken by the prime minister.

the president is the constitutional head, in case no single party wins the majority, the president appoints a member and asks him/her to prove the majority.
