Well I can just give some information for the sewage system of two countries where flooding is a common phenomena and of a drought prone area according to my knowledge.
In floods, the overflow of water can led to the submergence of land in a dry place too.Its all because of the sewerage system in which the urban cities are affected due to the quality of water entering the paved irrigation area.Some examples are Union of Europe.
In droughts,the below average precipitation results in pronged and bush fire which is also caused by the sewerage system. Well, for drought I don"t know any country regarded or related to it but according to my knowledge one agency is working for US namely, United States National Research Council.
