The Foreground color is the color of the text, while the background colour is the color that appears behind the text, in the same line. Interestingly, if you clear the screen after setting a background colour, the entire screen gets the background colour given in COLOR command.

The Foreground and the Background colours are given with their color codes, as below

There are 16 Colors in text modes (like screen 0) started from 0 and going till 15. You will notice that the Colors 8 to 15 are just repetitions of 1 to 7 but in a lighter shade. Also, you can also have blinking Colors for foreground, as all Colors repeat further from 16 to 32, denoting blinking versions of each.
