First of all, the RH Bill promotes awareness and education among the people which is the first and foremost step in creating a great society.
Secondly,  it will help in ensuring public health and disease prevention. These are the two main advantages, but there are numerous other advantages of the bill.

So, finally, though it doesn't solve the problems of the country like poverty etc. still it will be an aid to this. After all, the main work that the RH bill will do is bring India below the glorious position of 2nd in the list of most populated countries. Even though there is opposition to the bill it should be implemented as the advantages of this bill are a way lot more than its opposition.
