It looks great that you are thinking at least.
Today, we are not at all thinking for others except our own nuclear family.
Many persons with their kids visit their village as museum or to enjoy the vacation.
We convey a very bad picture or image of village in the mind of every person.
Many wise people comments- no progress is possible in village, nothing is here-let us go to town or city.
But nobody thinks of bringing city’s facility in village, instead of moving themselves from village to town or settling in town/city.
Few above words are necessary to make you understand that basic problem belongs to where.
As I always like to express my opinion rather than copying from some great person, I might need to give priority on few basic below things in any village.
Shelter, Road, Earning medium, Hospital, School, Electricity, Cellular network, Internet provider
We need to take a statistics about the basic income in the village- agriculture, fishing, daily labor or so
Then we need to see how comfortable they are with their occupation or what sort of difficulties they are facing.
First we need to make sure, how every family can have some overall average income to maintain their own family- at least three times good food in a day.
Next we can think of education. Without food or shelter we shouldn’t expect any education(Mid-day meal is a wrong initiative).
In every village, there should be at least one primary school with the teacher-student ratio as 01:30 in one class.
There should be secondary school(5–10/12) comprising three or four nearby villages with the radius of 2–3 km distance

I believe we should think of a village in the same way as we think about developing a country. Ultimately, it comes down to economics.
Village in itself should have positive trade balance, i.e., overall it should be gaining money/resources on an annual basis. Which means evaluating what is imported and exported from the village.
Typical export: Farm output, Dairy output, any other types of output.
Typical import: Farm equipment, Diesel, Farm consumables (seeds, fertilizers, pesticides), FMCG products, daily vegetables for consumption, apparel (Clothes), Cars/motorcycles, School/college spend e...
