It's a very obvious bcz 3 double bond doesn't satisfy the valence of nitrogen,so I steadied of forming 3 double bond it forms 2single bond and 1 double bond. Explanation: Acc to Lewis structure valence of nitrogen and oxygen is 5 and 6 respectively so total electrons on NO3- comes out to be 24 (5+6*3+1) so bond forms like this each having 8 electrons which gives 1double bond and 2 single bond
