You will observe the one without water to start burning rapidly and the water will start boiling in the one with water. When the candle have transferred approximately 20,5 kJ of energy to the water (if we assume that the water is at 4 °C) it will reach 100 °C and then after the candle transferring additionally 113,000 kJ of energy to the water, all the water will have vaporized into steam and the paper mug will catch fire.
