Answer:  Several programs are carried out by the goverment to help the financially lagged people in the country . One of them is distribution of food grains . The state goverment is authorised for the distribution and is fully controlled by the FCI (food corporation of India) . The people who receive the benefit are the ones lying below the poverty lines (BPL) .  

Explanation: The malpractice done during the wheat distribution is countered , as the distributors illegally store the wheat by providing less quantity to people and selling the stored quantity at higher price in the open market .

Malpractice done during distribution of wheat:

Before the Public Distribution system, distributing of wheat or any other foods always get malpractice because in old time PDS system was not there and people who are involving in distributing wheat did not give exact amount to the poor people instead they cut the amount from them and save so that they can sell wheat in the market and earn money. But now PDS system is applied by the government who ensures that right amount grain should reach to poor people. If anyone doesn’t follow the rules of PDS a serious action can be taken.
