Man is guided by reason and beast (is guided) by instinct. The second verb is omitted, but I think it is still a compound one (sorry, I typed complex by mistake yesterday). We're in a grey area here, but there is ellipsis to me and that the sentence is understood as having a compound structure underlying it.
