Explanation:

They mean that every person has goodness in him.Time comes when that goodness is hidden and everyone consider him bad but that goodness just needs a leap of faith to arise again. Thus the goodness of a person is never actually gone it is just hidden for sometime due to certain conditions.

Therefore it's just like a flame which can be hidden but never extinguished.
