Management is considered as three tier machinery because of three levels in management hierarchy, i.e. Top, middle and lower level management. Top level management drafts various plans and policies and work towards the survival of organisation and attainment of goals. It consist of CEO, directors, president, etc.

Middle level Management links the top and lower levels of management. It consists of departmental heads, executive officers. They plans and policies and assign duties to workers.

Lower level management consists of supervisor, foreman, they act as link between workforce and middle level management. They supervise work of workers and ensure work is carried out as per plans.
