It is because Mangalore recieve rains from North-West monsoons impacted by Western Ghats while Chennai gets rain from Cyclonic disturbances and Westerly Jetstreams impacted by Eastern Ghats

Explanation:

Mangalore/ Mumbai lies to the west of the Western Ghats in India. In months of June - September, when the Southwest Monsoon Winds arrive at the Malabar coast of Kerala, by 9 June, it reaches Mumbai. Mangalore, thus gets rainfall from the Southwest Monsoons. The Southwest Monsoon, therefore couldn't reach the eastern coast of India.

While Chennai which lies in the Eastern Ghats gets rainfall from the Retreating Monsoon or Postmonsoon in the month of November - December.
