let his income be rs 100
after increase = 20% of 100 + 100
                         = 20+ 100= rs 120
afte decrease = 120 - 20%of 120
                       = 120 -24 = rs 96
net decrease= 100-96= rs 4
% = 4/100 x 100
    = 4%
