Manual scavenging is unthinkable in a civilised society. It stands to no reason why some men or women must manually clean or dabble with human excreta or urine anywhere and everywhere, while rest of the people in society cannot think of doing these jobs in their own homes. Today, we must use machines like pumps and get these jobs done. Municipalities and corporations must also deploy machines to get drains and public toilets cleaned, as it is an ugly sight to see men go down manholes to clean rubbish somewhere or the other every day.
In a free and democratic country like India, manual scavenging should be totally banned as it breaches the fundamental rights of some people and is of a very exploitative nature. In fact, it should be made a punishable offence and clearly defined as such in our law books.
