Kings did not use names of "gods". Rajarajeshvara means Lord of Kings or King of Kings. RajaRajadeva Chola used this title after conquerring the surrounding territorries. And the Rajarajeshvara temple is a temple of Lord Shiva in Thanjavur, Tamil Nadu.
