They should be provided with new books and money should be added to their fee bill or they should be punished to stand outside the class or they should be punished to clean corridors or grounds etc. This way they can be improved

Many of them have a habit of not bringing the books and disturbing others in the class they think that bringing books may increase the weight of their bags and they don't bring the books.and many of them don't bring the books thinking that their friends will share books with them. To solve this we need to ask them politely that why don't they bring their books and ask them to bring their books and if even after this they don't bring the books then we should stop sharing air books so that they realize and bring their own books and stop disturbing the class.
