When a fish wants to rise up, the bladder absorbs oxygen from the blood vessels. Now the bladder is filled with air. And it makes the fish lighter, and helps it rise up.
When the fish want's to sink to the bottom, the bladder releases the air from the bladder back into the blood vessel, and by doing so, the bladder does not have air, and it sinks.
