Many Women And Children are not called 'Unemployed' even if they don't work.. Why so?

Meaning of an unemployed person is - " A person who is willing to do a work at the available wages ."
Children cannot be considered as unemployed as they don't have the need and willing to find a work . Same conditions are with women that they are not considered unemployed as they so don't have the willing to work.
