Firstly, you have to understand the meaning of built. It is the past and past participle of build. Then comes the question, building is made up of two different things, i.e BUILD and ING.
BUILD means to construct (something) by putting parts or material together. And ING is added to show the tense i.e present continuous. So building means the action or trade of constructing something. So, It's not something that is already built, but it is something which is still being built.

Building is building even after its built because there will not be any changes keep going everyday in building like one who lives in that building keeps growing both physically and mentally he is building his own personality and identity that is building process. There goes change in position from one equipment people etc and lots of changes in building everyday. So it is a building process either positive attitude or negative.
So it is called Building even after built.
