Part 1:

In the number line, numbers are arranged in ascending order,

Also, number left side to zero are negative and right side to zero are positive.

Make a number line, then draw 0 in the middle of the number line, 2 marks in right side of zero and 4 marks in left side of zero in equidistant.

The second mark to the right side of zero represents +2, second mark to the left side of zero represents -2 and fourth mark to the left side of zero represents -4.

(Shown in below diagram)

Part 2:

To convert 21.26 into simple fraction.

Step 1: Divide and multiply 21.26 by 100 to eliminate decimal point:

i.e. 21.26=\frac{21.26\times 100}{100}=\frac{2126}{100}

Step 2: Find HCF of 2126 and 100:

2126=2 × 1063

100 = 2 × 2 × 5 × 5

HCF(2126,100) = 2

Step 3: Divide both numerator and denominator by their HCF:

\frac{2126\div 2}{100\div 2}=\frac{1063}{50}

Therefore, the required simple fraction is \frac{1063}{50}
