according to Markovnikov rule the tertiary carbocation is most stable....and hence nucleophilic substitution reaction involving the formation of an intermediate carbocation is more favoured by a tertiary carbocation than prinary or secondary....in case there is a possibility of conversion into tertiary from secondary or primary...the carbocation changes to tertiary by methyl or hydride shifts.
