According to Karl Marx, the State did not consider the general interest of all its people. Only the interests of the dominant or ruling class was considered. This class was considered to be an integral part of the civil society. But, the bureaucracy was closely linked with the dominant class. The interests of this class was considered as the general interest and imposed on the society.
