Mass can be defined as the amount of matter present in a body. This value does not change under any condition, when mass is measured at a state where it is moving at a velocity not comparable to the speed of light (3 x 10^8 m/s).

On the other hand, the weight of a body, which is a function of the mass of a body as well as the acceleration due to gravity it undergoes, changes with the acceleration due to gravity from location to location.

So, generally speaking: yes, mass is a constant.

However, according to Einstein’s special theory of relativity, on reaching speeds comparable to the speed of light, the mass of the moving body increases with speed.
