We know that,

0.25M=\frac{0.25moles}{1L}

Number of moles of NaOH, n=0.25.

Now,

We know that,

Mass(m) = moles(n) × molar mass(X)

And,

Molar mass of NaOH, X=40g/mol

m=0.25mol×40g/mol

m=10g

Therefore, the  mass of NaOH solution is 10g.
