Mass of ozone is greater than that of oxygen but it is present at the upper layer

It's not the mass or density of ozone which is the reason behind its presence in stratosphere rather it is the UV light which gives the necessary energy for the formation of ozone which causes ozone to form there.

If UV is made available here,then ozone can be formed here too
