Balloon gets attracted to to the paper on rubbing as it gets negatively charged and attracts the positively charged paper towards it and sticks to the surface.

Since, ball point pen refill is made out of plastic and on rubbing it gets negatively charged to attract the paper. Thus paper gets attracted to ball point pen on rubbing.

Eraser also attracts paper on rubbing as it gets charged negatively and attracts the papers pieces and it sticks to the surface.

Wooden ruler gets attracted to the paper pieces on rubbing. This is because rubbing makes the wooden ruler to get negatively charged and thus attracts the positively charged paper pieces.
