We have,

 \sqrt[3]{( {64}^{ - 2} )}  =  \sqrt[3]{ \frac{1}{64 \times 64} }  \\  \sqrt[3]{ \frac{1}{4 \times 4 \times 4 \times 4 \times 4 \times 4} }  =  \frac{1}{4 \times 4}  =  \frac{1}{16}
