A layer positioned outside the cell membrane or plasma membrane is a Cell wall. It is a rigid, semi-permeable in nature. The composition of cell wall varies from organism to organism.  

The primary cell wall in plants is composed of strong rigid fibers of polyacrylamide( carbs) such as cellulose, hemicellulose and pectin. The cell wall of a fungi is composed of chitin whereas bacterial cell walls are composed of peptidoglycans and murein.
