Air is matter because it occupies space. If you blow a balloon, air inside it expands which increases the size of balloon. Hence, we can prove that air occupies space.

take an inflated and a deflated balloon. suspend them and you will see the inflated balloon is tilted cuz of mass. and the inflated balloon got bigger cuz you filled air in it. so air occupies space
