Matter is composed of charged particle then isnt that moving matter will also create some magnetic field?

Well a charged particle moving without acceleration will produce electric field as well as magnetic field. It will produce electric field cause its a charge particle.If the particle is at rest ,it will not produce magnetic field,but if it starts moving suddenly, magnetic fields are produced.
