The whole universe is "matter". All the matter is made up of indivisible particles known as "atoms". Atoms are the structural units of an element/ matter and they can not be further divided.

For example, if we break a water molecule we see it is made up of smaller units called atoms. The smaller units resulting from the break down no longer exist as water. In fact, now they are atoms of Hydrogen and oxygen which can not be further broken down.

Therefore, we can say that atoms are the "building blocks" of matter.
