"Maximum photosynthesis occurs in (a) Red light.

  Red light is the lower energy spectrum which has maximum penetration power. Evolutionarily, aquatic plants developed pigments known as chlorophyll a which absorbed wavelengths of red light to the maximum extent s as these wavelengths travelled to the ocean depths.

   Thus, as terrestrial plants evolved, they retained this ability as it allowed them to have maximum energy source most of the times.
