According to question we use the formula of average speed,

Average\;speed = \frac{total\;distance}{total\;time}

= \frac{400}{10}

= 40\;km/hr

The\;ratio\;of\;maximum\;speed\;to\;average\;speed=\frac{80}{40}=2

So,\;the\;ratio\;of\;maximum\;speed\;to\;average\;speed = 2:1.
